help governemnt BCR/essay! i dont get it?

Question

it states that a governor awards a county 3.6 billion dollars for preservation of green space...
it says..explain the role of state government in addresssing land use in local jurisdictions and what would be a benefit for the local county as a result. and it says to state whether you think that the benefits of state aid to local jurisdictions outweigh the cost? and why..or why not..

IM TOTALLY LOST! i dont get what its asking..and i honestly dont know how states address land us e in local and what benefits would be there for local and state.

The state government has the right to use land within its boundaries and it has the duty to protect its constituents from accident.
