Worst comes to worst (or to better) go to google or download.com and download yourself (if you find a way to) a download manager (try google, "download manager"). They are great to have around, and if you lose internet half-way through a download it will finish it next time you are online.

It seems that your custom download manager is not switched on.
goto
http://www.microsoft.com
and type
download manager
in the search bar, it gives you hints and tips on how to solve your problems.

When you attempt a download, it is wise to close everything you can to free up RAM. Set wallpaper and screensaver to blank or none, close any open programs (not antivirus). Try again.

Reboot in safe mode with networking and try it.
