No one "deserves" terrorists or to be the target of a terrorist attack, but I think that the terrorists are mad at the American government, and apply their hatred of that government to all Americans.
It might be worth mentioning that bin Laden did at one point say that he had nothing against ordinary Americans, only their leaders. However, it might just be standard issue psyops.

My my my. You must be bored tonight and looking to get some controversy started.
America is a republic. The People and the Government are mutually inclusive. Neither can exist absent of the other without losing it's intrinsic identity.
Eventually, the American people will tire of living in fear of terrorism. The government will then act with brutal impunity to sterilize the world of regimes that enable terrorism. I look forward to watching the nuclear strikes on the evening news and then giggling myself to sleep. Sweet dreams.
