it definitely feels like it. although the rainfall itself may not be so impressive, what is really suffocating is the GRAY.

No, I've lived here most of my life. It is grey though and cloudy in the winter months. Snow? We did get a little this past winter. The thing about Seattle though is that people do not know how to drive in the snow and the city is built on hills so it makes it difficult. As far as the rain thing, I think we want people to believe that so they won't want to move here!

yes it does with some breaks off and on but in a general sense yes Just look at weather report. we speak of weather in terms of showers/ rain/ sun breaks(instead of partly cloudy) Its dark/cloudy/misty/foggy a lot in Seattle area/western wa. Its very different tha notherparts of the country but people keep defending it feeling like the outsider It can be hard on families with kids to get outdoor quality time.
as far as snow and driving there is so little snow and not often so there aren't many snow ploughs out and dirt trucks-also there are lots of remote areas and heavily treed areas so unlike say Chicago, you'll find more shaded areas that ice up quickly....they use gravel rather than de-icer is promoted due to environmental concerns therefore the drivers abilities are useless on untreated icy roads There are many accidents due to this during ice/snow times. Black ice is much more the hazard to the average western wa driver.

It has cloud coverage 9 months out of the year that makes it miserable. Most people love it because they see it during the summer where it gets 3 months of sun. Worst place to live ever!

No. It rains no more here than it does in New York. We even have droughts in the summer.
