Will it harm my computer (laptop) if I play a PC game that requires 500 MHz (Pentium Processor, or AMD Athlon processor) though I only have 400 MHz (Intel Celeron M Processor 370)?

I believe I meet all other minimum requirements to play.

Crash? As in... the game will just stop? Or will my hard drive fry?

You don't have anything to worry about. The CPU speed requirements put out by game manufacturers is just to recommend a speed which will allow the game run decently.
If you have less than the requirement, then the game MIGHT run too slowly for you to enjoy playing it. The game won't overstress your computer or damage it in anyway.

No. But, The Game May Play VERY Slowly And Might Cause The Game To Act Erratically Or Cause Freezing And Crashing.

The worst that could happen is the game will cause your computer to crash or the game may not run at all.

The biggest problem is the game will run slower and probably not refresh as fast. Other than it is possible to over stress the cpu and cause it to overheat.
