Possibly, but you would have to be more specific. Such as Thai Buddhist culture. You would have to break it down with regions and schools of Buddhism. Buddhism is present in many different regions and cultures. The answer is not black and white, but Buddhism is not classified as a culture in the general sense in which this question was posed.

Actually Buddhism is a very logical philosophy which reveals about the mind,life,and the nature of the universe.
When the majority of a region are Buddhists then a unic culture originates there as it should be.

No, religion shapes culture but culture cannot shape religion. You cannot find philosophy in culture. Religions are made to change culture but culture is renewed to destroy religion. Religion help people to find the ways to save themselves when society rejects them. You can see this clearly when you research about the most freedom society as USA or the most terrible country like communists countries.

I think of culture as a group of people who understand each other without having to "know".

In this way, I also view jazz musicians as a culture.
