That depends on point of view. Technically the sun is shining SOMEWHERE at any time you of day or night, just not necessarily where a person is at the time. Also there are places where, at certain times of the year the sun does not actualy set and it gets only about as dark as dusk. ALSO, technically, the light from the moon is actually reflected sunlight as the moon does not generate it's own luminessence. Therefore, if, on a cloudliess night, at midnight you tell me the sun is shining, you would be quite correct.

No because objectively it is shining, the people who think that it is not shining for them are just purely delusioned, and the sun isn't for anyone, it will always shine as long as it wants. :-)

In your mind there is nothing false about this statement,the mind can create almost anything and that is true for you.
Secondly it would be shining here in Australia at that time.
