The R/T is about a 1/2 second faster 0-60 and in the 1/4 mile. The Neon has 150 hp vs. the Cavalier's 120.

The Neon R/T is a higher trim level in the Neon line, so you would have better options and a nicer car overall.

Its 3 years newer, so that's an up grade. the neon might give a bit more performance but both are entry level cars. (even the R/T) Unless there is something really wrong with the Cavalier, I'd stick with the devil I know rather than the devil I don't know.

add a programmer to it for the money that's the best performance gain you can get from it and once that's done then you will see what else needs to be added to it,the programmer though is the best bang for the buck that you can get these days, good luck.

They both were a piece of shlt. Go with a toyota, nissan or something like that. Hell, I would drive a geo before one of those two with those crapper engines.
