If you are crafty this is what I did for mine.
I bought a pack of Hershey Bars and rapped them with different boy colored paper that you can find @ Wal-Mart and copied baby poems for some and others I put his name on them birthday and a thank you for everyone celebrating his day,you can add baby stickers to the candy bar, I use the little sticky squares in the scrap book section @ Wal-Mart to hold the paper to the candy bar wrapper or you could use whatever works for you. I filled a cute blue Easter basket with these different colored candy bars, Everyone loved them and said they were super cute and they get a treat!
I also bought tea light candles you could also use votives if you wanted, put blue, yellow or green tissue paper in the jar then the candle some a few colored kisses in the jar too and again I used the poems and colored paper on some on the outside of the jar or you could slip a poem inside the jar, also I found the poems on line. Hope this helps good luck!
You could even try Targets $1 section right when you walk in, they can have cute stuff just right for a shower at times!

Try the dollar store - sometimes they have cute and inexpensive items which may be appropriate. The favors don't have to be baby-related. Even note cards, candles, etc. will do.
Another idea is to buy some mini aluminum loaf pans and bake everybody a small banana bread with a cute bow on it to take home - kind of like a snack. Maybe the curled ribbon can be pink and blue?

I agree the dollar store rocks!! Check a couple, some dont have much.. Some have a ton! If they have 4 packs or 5 packs of something at the dollar store, you split it and your $1 turns into .25cents or less. They also sell white little satin bags. Usually 4 or 8 in a pack for $1.00 If you wanted color add some roses, baby shoes embelishments, from the craft store. thats whats here in Chicago.

You can go onto http://www.mymms.com/home/index.asp and create your own custom m&ms. You get to pick two colors and two sayings. For example if you don't know what your having you could choose pink and blue with the sayings "bundle of joy" "girl or boy?" For about $60 you can get about 30oz, then you can buy bulk pounds of plain m&ms in your chosen color to mix them with. Then get little tuelle circles and colored ribbon and put a few into the center of each then turn them into a small bag tied with the ribbon.
We did that for baby favors when our daughter was born and I used a 1/8 measuring cup and got 50 decent sized favors out of the 30oz of custom m&ms and a pound of cream m&ms to cut them. With smaller portions they definitely could have been stretched to about a hundred.

SOMETIMES YOU CAN FIND PACKS OF NOVELTY BOTTLES, LIKE 6 TO A PACK, AND FILL THEM WITH BLUE OR PINK CANDY. TO FURTHER PERSONALIZE IT, GET SOME PUFF PAINT AND WRITE YOUR NAME AND SUCH ON IT.
FOR CARDS OR SOMETHING, PRINT THEM OUT ON YOUR COMPUTER.
I HAVE TO AGREE, THE DOLLAR STORE IS A GOOD DEAL OR A PARTY STORE.
MANY THINGS ARE SOLD IN PACKS, SO LOOK FOR THOSE SO YOU HAVE LESS TO BUY.
SOMETHING HOME MADE, CAN BE INEXPENSIVE BUT FROM THE HEART AND THAT CAN MEAN MORE THAN A STORE BOUGHT ITEM.

I am sure people are spending more than $2.00 a piece for your baby shower gift. Maybe you should return the offerings with something cute, doesn't have to be expensive, but something not cheap and tacky. Maybe you shouldn't of invited so many people. Plus, the host should be paying for the party and the favors.
