Not the heart exactly. But it sure makes the nether regions a lot less picky.

It really depends on who is invoking the abstinence. If it is a persons choice to do without, then it will have no affect on how a person thinks. If it is caused by circumstances beyond anyone's control, such as an operation or illness, it could have an affect once the illness is over. If it is caused by inability to find a willing partner, then YES it will have a direct affect on how picky one is to get laid. Simple logic.

I do not think that abstinence makes the heart grow less picky. If anything, it fuels the desire to search even more.
