Polar bears are animals of the Arctic which is in the northern hemisphere. Penguins are southern hemisphere birds found from the Antarctic to the equator. Polar bears and penguins do not meet.

That being said, the original penguin was the Great Auk of the northern hemisphere. The Great Auk, the largest of the auks and flightless, became extinct in the middle of the 19th century due to human predation. It is quite likely that polar bears would have killed and eaten great auks when they were alive. This means that polar bears once ate penguins but they don't any more.
