a guy i know claims to have possession of software that only the goverment should have, i need to know to whom i would report him to.

Are you the software czar? How embarrassed will you be if he is just bragging and trying to impress you? He needs to delete your name from his cell phone and find a new friend to replace you.

The holder of the copyright -- that's who would need to bring legal action.

What software do you think only the govt should have? And how did this person get it? If you are talking about classified materials, that's a federal criminal matter, not a software issue.

Give Los Alamos National Laboratory a call. They have a great track record when it comes to investigating leaked software.
