stairs means the lower level of a house or other building.

I think that it depends. . .
If there are services (like a church service) in the down stairs area, and you are upstairs, where there is no church, you would say the second one.

If there is upstairs room service and downstairs room service, then you might say "When does the service DOWNSTAIRS start." See?

It's either:

When does the downstairs' service start?

OR

When does the service downstairs start?


Spelling makes all the difference.

"When does the service downstairs start?" sounds better in my opinion, but I believe either would work.
