Definitely a U.S. phenomena where the topless taboo perpetuates. In Europe a nude female sunbather wouldn't generate a raised eyebrow.
Go dazzle her with with your wit and charm then if all else fails point heavenward and exclaim "golly, UFOs are real!"

First of all, if all you want to see is some uncovered boobs, go read National Geographic. Engage her in a conversation that doesn't involve her breasts. If you're nice to her and make her feel comfortable then she might turn over. If she does, don't stare at them as she'll probably turn right back over.
Personally, I've met people on nude beaches and had a great time with them because they didn't focus on my body even if they were enjoying what they saw. I've also had people say "show my your ****" on regular beaches, to which I've reacted much differently. I like being naked and I don't care if people see me that way, but I don't like being treated as a sex object and I won't put up with it.

Leave her alone, act like a gentleman and go on your way. When we're topless or nude the last thing we want is to be hassled, stared at or otherwise annoyed by anyone. You wouldn't want it done to you.
