Yup, he is actually dead because of those snipers and punisher is the one taking his mantle but i'm 96% sure that some day he'll come back

good question. it depends on how the markey responds. it could be nothing more then a marketing trick by marvel to beef up C.A. comicbook subscriptions and somehow "resurrect" him. I don't think the good Cap is really dead. It might be a clone or an android or a doppleganger from another universe. with the marvel universe anything is possible.
