Only two states truly have NO helmet law while NH only implements its law if the Feds make a mandate linked to highway funds. However 30 states allow adults to decide though some require insurance and/or training. Take a look at a map of detailing where the laws are enacted:

I have learned that most police officers do not enforce helmet laws. I have ridden in many states in open defiance of helmet laws. Granted I welcome the opportunity to challenge these laws in court:

Here in Illinois there is no mandatory helmet law. Based on what I see when riding, about 20% of the riders wear helmets and the other 80% of us don't. When the temperature goes up, say over 90, you can count the riders wearing helmets on one hand.

Nope! Ohio doesn't require helmets unless you are on a learner's permit or under age 18. I believe there are some 13 states that do not require helmets.

According to this website, Oklahoma has a helmet law.
In Rhode Island the driver doesn't have to wear a helmet but the passenger does.

hear in maine if you are 15 or under you need a helmet, also if you'v had your license less then 1 yr, also if you just have a lerners permit, and if the driver needs one then the passenger also must wear one regaurdless of age. oklahoma requires anyone under 18 to wear one, but the driver must wear eye protection, or have a tall enough windsheild.

Yes, the states of confusion, denial and the great state of
Forrest Gumpery. Get real.....who cares about people in California, they are disposable and easily replaced with Mexicans. I think they should also be allowed to swim in radioactive waste as well.
I'm only kidding, I hate wearing a helmit and I have a head.
