The first move is to smack the water with its tail to try to scare what ever it is away.

Having grown up in an area with lots of beavers I can answer this one. Beavers will smack the water with their tails as a warning to other beavers, then run for the water and dive. The "pond" beavers build is there first line of defense, this is why their lodge (house) is in the middle of the pond with the entrance under water.

A beaver would probably either slap the water with it's tail or or hit you with it's tail. A beaver might also run/swim away from it's attacker. Most beavers won't claw you first.

They slap their tails on top of the water... for one reason.. to scare off the intruder.. and also to warn the rest of the beavers in the family.
I know they are rodents.. and would not like to be in a fight w/ one! lol
