Yes. He knows that all he has to do is keep the troops there until he leaves office and that the loss or win will reflect on the next president. True historians will list it as Bush's failure but he is hoping that the next president will be stuck with this quagmire.

Bush and Gates have already informed the troops there that they are now extended for another year.
So why are we still yakking about getting the troops out...2009 is the soonest they will be coming home.

Consider this: Imagine if the US Senate back in 1944 announced to the world that unless US forces fighting the Nazi's in Belgium and the Netherlands didn't show significant improvement based on benchmarks, that the US would withdrawl from the European theatre. What do you suppose would happen? Because that is EXACTLY what democrats in the US Senate are expecting us to do in Iraq. Establish a timeline and a pull out date. Why not email our enemies the positions of all our special forces while we're at it?
