We have a Daewoo car, it has air conditioning but the lowest temperature it will go to is 18C. Is this right?

Depending on the outside temp. you should be able to cool the interior to at least 10 C

Sounds about right to me. Are you trying to freeze meat in the car? Most A/C units won't do much more than just a number of degrees under the outside temperature at best.
