Bush isn't stupid, per se, he's just tactless. He has little time for books, or the written word, and prefers to conduct most of his operations verbally. In that regard, he is particularly impressive in that he has fantastic memory, making some compare his managerial prowess to Napoleon's.
As far as presidents go, we've had far worse than Bush. Herbert Hoover, Andrew Johnson, and especially Woodrow Wilson (whose name I cannot even utter without cursing).
The singular honor, though, of "dumbest president of the United States" belongs to Warren G. Harding.
The fact that his entire campaign was staged from his rocking chair on his front porch signaled his complete disinterest in politics, and his refusal to travel the country showed his disdain for, well, the rest of the country.
Harding's cabinet effectively ran the country as they desperately tried to let no one hear the man speak. Today's "Bushisms" are nothing compared to some of the words Harding would throw out. His vow that the country would "return to normalcy" confounded reporters, who after checking the dictionary realized that "normalcy" was not actually a word.
Finally coming to accept that the government could not stop Harding from having public appearances or speeches during his term, his press secretary instead attempted to add many of the president's made-up words to the lexicon (normalcy, for instance, is now perfectly valid).
You could say that Harding's advisors spent his entire presidency doing political damage control, and you would not be far off.
So Bush then, in closing, is not the dumbest president we've had. Unfortunately for him, his people are nowhere near as good as Harding's were at hiding him from public view.

No not at all he's actually pretty smart and has one hell of a good work ethic. The dumbest I would say was Clinton. He let his ego, arrogance, and cowardliness get in the way of his opportunity to do something good for the nation. He did nothing and his legacy that he was so worried about will show him as a waste of a 160 IQ and 8 years of his life. What a joke he is.

an element of IQ score is actual age. That makes it confusing to wisely score youngster's IQ's - till you're on your late infants. So 129 won't be wholely precise. additionally - there's a protracted-working campaign to make human beings think of W has the backside IQ of any presidet & it incredibly is spurious. I do think of W is as dumb as a barrel of bricks - yet it incredibly is from my perspective (I honestly have a 172 IQ).

James Buchanan, he allowed the civil war to happen. He was a sissy.
President Harding was a corrupt SOB.
President Hoover was a complete A_hole, he allowed the Depression to get worse because he thought public aid would lead to corruption.

Jimmy Carter was the dumbest. Not intellectually, but in his perceptions. Thank God he was a one-termer. The people of the US showed how they felt about him in the election results.

i spose if you rate persidents form smartest to dumbest someone will fall ont eh top and someoen will fall on the bottom but do ya really think hes dumb? really, jsut becuz you maybe dotn agree with his ideas action or policies does nto make him dumb, please learn to be a bit more concise and succinct in your arguements. doesnt bush have a MA in business? do you? do you even have a BA?

No, actually he's pretty savvy. Not necessarily in an intellectual way, but in the manner in which he motivates and convinces people to buy into his policies.
The fact that some of those policies are .... well, let's just say questionable -- that's nothing new for politics.
But he is effective (or at least, has been for 6 years) in getting people to believe what he's selling.

Definatly if you count being clueless.
Keeping in mind I can't stand this president but I'm not going to beat up on him for a C average in college. FDR had that too.

A year or two ago an organization or possibly a university did a computer analysis of the material written by all the presidents from whom they could gather sufficient material.
Bush's writings indicated he had the lowest apparent IQ of any president in the past century.
