most don't except horse flies which look like sacadas if you've ever seen one and you would only find them on farms where cattle or horses are living.

Diptera is the classification for Flies/Mosquitoes. Usually the females are responsible for bites. Males gather nectar/hunt for food. Any number of flies are in a flower garden including: Tachnid (rather large-black and hairy), Bee (that don't bite- and resemble sweat bees), Green/Blue bottle , House (that do bite), Flesh, Stock, Deer and Robber Flies. Robber Flies catch other nuisance flies and insects and devour. The easiest way to distinguish Fly from wasp/bee is the shape of the eye. Flies nearly always have round eyes.

Yes, flies can bite people by a garden or near roses. I have been bitten by them many times. Just put insect repellent on when you go out to a garden or near roses.

Absolutely! My daughter got bit in Edmonton and her leg swelled up purple to the knee. I took her to emergency and found out it was a deer fly bite. All you can do is elevate the leg for 48 hours and then it went away. Also horse flies bite, tse tse flies which carry malaria in Africa and many others that cause little reaction. Wearing mosquito repellent or Avon skin so soft lotion may help.
