Since the Miami area is like a third-world country according to Tom Tancredo, and since 9/11 was carried out by third-world terrorists, I would think that martial law (if indeed it was declared and I haven't heard of it.), would fall under Homeland Security as an anti-terrorist measure, especially since it can only be declared in an emergency.

Martial Law can only be declared during times of emergency as provided for in the Constitution. Thus, any declaration outside the Consitution is invalid such as the one in Florida state.
