The most comprehensive free listing of state laws is the Cornell Law School site. The New York page is at http://www.law.cornell.edu/states/ny.html - which incorporates http://public.leginfo.state.ny.us/menugetf.cgi?COMMONQUERY=LAWS - however, if you want commentary, you'd do better with Lexis or Westlaw.
