Does anyone know the name of this Sega Saturn Game?

It had a bunch of monsters, like Frankenstein and a pair called Chilli and Pepper, that fough each other and at the end of the stage you would fight an invisible person and he would change form everytime you beat him. Please help!

Toejam and earl was not released on saturn.

Clockwork Knight had some interesting characters.

I think it was Toejam and Earl
