So i'm alreay to shop off ebay with a confirmed paypall but i'm just wondering, when i buy something from the states and they say shipping is $22.50 and i'm in canada, do they mean its 22.50 to canada in american dollars or in canadian?

And also, after i buy an item do i also pay for shiipping immediately or is that at my door at home. I know i have to pay sales tax [8.250%] for items coming into canada....

You should check with the seller about the shipping currency. You usually pay the shipping with the purchase. You can end up paying GST on the product and duty if it is imported from the states.

I sell on ebay and use the shipping calculator so you know exactly what your shipping will be. This is where it says shipping, usually right near the top, below the price, if it says shipping is 22.50 to your location then that is what it is. Sometimes it says they only ship within the US. The best thing to do is use the contact seller button and ask. Let the seller know you are new to ebay and you are unsure if that is the right shipping price.
Once you decide to bid or buy something on ebay and the auction ends, the seller will send you an invoice that will have the shipping and/or options on it. When you go to pay, the invoice will have the shipping charges included and you should not have to pay any extra.
The one thing I would want you to beware of is that shipping from us to canada can take a while, I have shipped via ground several times and have had packages take less than a week up to 3 months.
Ebay can be great, but there is a lot to learn.

If the listing is in American Dollars, which most are, unless you are on EBAY Canada, then the shipping is in USD. Sellers sometimes do nto ship to Canada so make sure they do before your purchase.

You will pay the shipping at the same time as your purchase.

Usually the seller specifies whether or not s/he will ship to Canada. If they do, the rate might be a bit higher than the shipping listed (that is for the US)
In your eBay preferences you will be able to select which nationalities currency you will use, and listings are automatically translated into that.
Rarely is payment COD. Generally, you pay before they ship it.

Normally the shipping amount listed is for within the country of the seller - email them and ask what shipping would be to Canada.

You pay shipping as part of the payment for your item. Very few ebay sellers will ship C.O.D.

You may want to use an online currency converter to see what the actual cost to you is. You can email the seller, and let them figure it out too.

Shipping is usually paid up front. Some sellers do free shipping, and combined shipping if you buy multiple items from them.

No tax but the border agents may apply duties. You will have to use the shipping calculator to calculuate shipping or contact your seller to determine your final total. They should have invoiced you. Pay them in US or CAD which ever currency is used in the auction.

american dollar, unless it says otherwise. you pay for shipping when you pay for the item.
