The only way to play sims online to to buy the game called The Sims Online. You can't use the original games online.

I'm sorry, but there's no place online where you can play The Sims online under the requirements you requested.
The closest thing you can get to is The Sims Online, which requires a CD, Internet access & a subscription (~$10 / mo) to play normally, but EA has changed that.
You can check it out at http://www.ea.com/official/thesims/thesimsonline/us/nai/index.jsp if you want. They're giving a 14-day trial of the game, with free download. Read the fine print on the site for details.
