i read that not all betas with the flabby fins are boys. And i can't tell with the fins. i think it's a girl but i have to be sure. She was born in November and i got her from a friend who's female had fry. If the betta is a decent size, there is an easy way to tell if it's a boy or a girl. Look under the belly area and if there is a little white pimple looking thing it's a girl (it's her ovipositor). If there isn't one, it's a boy. Simple. :)
