I can't say that it would be best, but it certainly would be natural and appropriate, and comfortable for us. I live in NY, where it's legal for a girl to be topless anyplace a guy can be. Obviously, you don't see many women strolling into 7-11 topless (hopefully, someday soon!) but there are many more women topless at "regular" beaches than in the past.
I go to the nude beach so that's not an issue for me, but it's nice to know that our society is starting to lighten up on bare boobs in general.
