Not all the time, but it's obvious there are some differences there.
I'm a Libra, my older sister is a Capricorn. We've argued most our lives, had disagreements that turned into fights. But we are older now and understand eachother more. We don';t agree much, but we get along now.
Other Capricorns, I get along with if I don't say much, because they like people to get what they say and agree with them. My moon sign is Capricorn and my sister's moon sign is Libra. I guess the combination, we are alike in some ways and different.

I'm a Capricorn and I get along with everyone and Libras are said to be very sociable so I can't see how they can't get along.

My daughter is Libra and her father is Capricorn. They get along very well. You can not separate these two.

i am a libra and my boyfriend is a capricorn and we recently got engaged after 3 yrs. i don't think this is true. i hope this helps

There are no standard rule. You need to look at the whole chart, not just the Sun sign.
