White lump with hole on top on scrotum?

Question

I have a white lump on the bottom shaft of my penis witha a hole on top of it. Nothing leaks out of it. Had it for a while now but when i first got it i squeezed it and a hard white ball came out and then it started bleeding yet it didnt hurt at all. Havent touched it since but its still there and it filled back up. I'm not sexually active. Its about a cm in size
