I have a 1999 Mercedes Benz 300E and when pressing the horn it does nothing.

I put a meter on the horn relay and it was putting out 12 volts whether I had the horn pressed in or out. I found this to be strange because I would think it would only put out the 12V when the horn was pressed, and should put out nothing if the horn was not pressed, but that was not the case.
I have replaced the horn relay and that did not solve the problem.

I have been trying to find a fuse for the horn and I have not found a fuse that directly relates to the horn. If anyone knows the location of the horn fuse, please advise.

Does anyone have any thoughts on how I might resolve this issue. Also, If anyone has any idea what other items I need to check to troubleshoot this problem, it would be greatly appreciated,

benz warrants all safety related items for 10 years - that includes your car having a working horn - contact your next benz dealer have them fix it. if you have an airbag (which i would assume) do not play around with your steering wheel.

I'm assuming the stock rims are still on the 300E? If so, stock size is 195/65R15. The problem with that size is that it's not a very common size anymore on new vehicles and the choices from the tire manufacturers are not as varied as they once were. You will still find many tires in this size but the sportier ones have been phased by most tire companies. My personal recommendation would be the Michelin MXV4 Primacy if you want an all-season tire. It's longer lasting, smooth, fairly quiet, and has decent grip (although "decent" is relative when you're referring to all-season tires...generally speaking, a summer tire with softer compounds will handle much better compared to an all-season tire).

There are three fuseboxes on this car. One is on the left side of the dashboard: open the driver's door and pry off the cover. A second is on the left side, next to the brake booster. Lift the latch to open it. The third is located under the rear seat on the right side. You're looking for a fuse labeled "Fanfare". I'm pretty sure that it's going to be under the rear seat.

Check at the switch (the horn button) on the steering wheel

It almost sounds as if your have your ground wire disconnected....

Where did you measure 12 volts on the relay? Do you see 12 volts on the coil or the terminal? If you see 12 volts on both side of the coil respect to the ground, then you have ground wire disconnected....

Buy a marine air horn instead and blast it out your window , it will be more effective and give you more satisfaction.

maybe its a good thing the horn doesnt work. silence is golden.
