8=3/8(4)+b

8=3/2+b

(8-3/2)=b

13/2=b

slope is m, so slope = 3/8 (it was given) and y-int is b, or 13/2

slope = m = 3/8 = (y - 8)/(x - 4)

Get the equation in the form y = mx + b, where b is the y-intercept.

3(x - 4) = 8(y - 8)
3x - 12 = 8y - 64
3x - 12 + 64 = 8y
3x + 52 = 8y
(3/8)x + 52/8 = y
(3/8)x + 13/2 = y or y = (3/8)x + 13/2

The y-intercept is 13/2 or 6 1/2.
