The University of Cincinnati has several nationally ranking programs. Plus they have excellent co-op opportunities.

Graphic design programs with respected undergraduate programs include North Carolina State University, University of Illinois at Chicago, Virginia Commonwealth University, Rochester Institute of Technology, Kansas City Art Institute, RSID, University of Cincinnati.
Some programs that are also very good but maybe not as well known include Iowa State University, State University of New York at Fredonia, Minneapolis College of Art & Design, Kent State, University of the Arts.
There's a huge variation in size and cost among this group. But each of them is known for good programs, dedicated faculty, and substantive education. Sorry, but I don't really know anything about west coast schools.
Advertising is completely different from graphic design and usually in a totally different part of the school. Usually very little mixing between the two areas, so do some research to figure out which is more appealing to you.

The best design school in the US is RISD -- the Rhode Island School of Design.
