My answer, you might think would be bias when I tell you I lived in Tampa for 17 years, but you'd be wrong. I would opt for Colorado Springs even though I have never been there. Tampa is not what it used to be, I know, nowhere is. But Tampa is a sad, pathetic attempt at the wonderful place to live that it once was.

Tampa because of the beaches and the guys and the tanning and the guys and the sun and the guys and the parties and the guys...
I'd go to Colorado for winter break.

That's where Amy Adams grew up ("Enchanted"). They've also got the marvelous zoo, which is built right on the side of a mountain, so lots of painful walking just to see the lions. Garden of the Gods, Cave of the Winds, Rio Grande Bridge, only a couple of hours away from Denver... Nice place to go! Don't know the neighborhoods, but I always recommend luxury apartments. You pay a little more but usually the neighborhoods are nicer and the walls are thicker.

Colorado Springs, three reasons. Florida is a bit overcrowded in popular areas. Illegal drugs flow into that area making it dangerous. And a relative of mine said they have tons of mosquito's and huge insects down there because of the swamps, not to mention crocodiles - or is it alligators.

I love it here on my side of the bay. I would choose Tampa. It would only lengthen my commute by about 20 minutes.
