It could be a swim bladder infection or could be constipation. Feeding the fish a softened and shelled pea or two then not feeding it for a day or so will help if it's a constipation issue. If that doesn't help, I would suggest treating the fish with an antibiotic for a swim bladder infection. Furanace is my fist choice, but tetracycline or Maracyn 2 are also choices for an internal infection such as this.

Dont lose hope, you probably need to change your aquarium water, probably your aquarium have a bad water quality that needs to be changed, do you notice any parasite or anything that doesn't look right on your fish? Like on the fins, or around the body, or inside the gill. If yes then after you change the water put on the fish parasite medicine. Is there any other fish? If there are other fish then you need to move the sick one into large enough container with the medicine and oxygen bubble, leave him there for few hours then return him to the original tank that is already cleaned. Dont forget to put the medicine in the tank after you clean them, but half the dosage.
It is to prevent any more disease.

It sounds like swim bladder disease to me. There are treatments you can put in the water, but I never had any luck with them. It probably will die eventually. If it were me I would do the final flush.
