why dose my pump keep filling up with water and mixing with the oil

It froze up over the winter and cracked the ceramic plungers/pistons.

If it's one of those less expensive PWs that have the pump mounted directly to the engine it's probably not worth fixing.
ie. Craftsman, Northern Industries (bottom mounted pump)

Most small engine shops won't even work on them.

If it's a commercial grade PW they're fairly easy to work on and probably worth the repair cost.

Could be seals. Depending on the pump they make seal kits for them. If it is one of the small electrics there is not much you can do to fix it. No kits available that I have found.
