As far as I know, Limewire is the best to use, there are many, many songs that are on there. The only problem is that you have to download the program to be able to access the music.

Free sites are NOT legal. It's stealing - the same thing you would be doing if you walked out of a CD store without paying for the CDs you were taking. Check here for an article:

It depends on which sort of music you intend to download.As there are many sites and hubs which offer a very good,lossless,safest and free "Torrent" downloads.You can download a BitTorrent version of your choice from these sites themselves and just "leech in" with "seeding session of the music you want.

torrents are probably the best for downloading , and the safest as you can see the files before you download them.
first off you need a client , I reccomend Utorrent: http://www.utorrent.com/
Then go to a torrent website or tracker such as: http://www.torrentspy.com/
