Public toilets? In MRT stations (underground), in the few railway stations. That's it...You can also go for a McPee (go into McDonalds for a pee, without buying anything...lol...there are also other Mc's..)
BUT: you always need to bring your own toilet paper. In some toilets, there's a vending machine. Yes, for toilet paper.
You also have to learn how to squat. Most "public" toilets are squat toilets. In hotels and new houses they have the "western toilets"
Don't be shocked that, when you are taking a pee, the cleaner just comes by to clean. There is no privacy in Taiwan.
I can tell you stories about that.
I just suggest you to use the bathroom at home or at the hotel, before going out. Just use these MRT or Mc toilets in emergency.

It shouldn't be an issue. you may find that its squatters, though, if you don't go to KFC, McDonalds or large western style department stores. Always bring tissue with you, most places sell it from vending machines outside 10 NT for 2 packs is normal.

most gas stations are squatter style. The majority of residences these days have a throne, so you can be the king of your castle at home at least. The cleanliness of many is debatable, but generally Mcdonalds tends to be a dependable source of a) at least one clean throne b) toilet paper is stocked.
We all say McDonald's because they are on every 5th block almost and thus never too far away.

Another trick is to look for the handicapped bathroom signs. Those are always bound to be thrones. Just pretend you are deaf or something and if a real handicapped guy is waiting around you can avoid shoving him aside and jumping que.
the trick with squatters is keep your pants around your shins, but above your ankles. build up those calf muscles! LOL! Point it DOWN so no unwanted spray occurs. supposedly squatting is healthier from a hemmoroid prevention standpoint...

I say thrones are still king. LOL

I have noticed in the last few years that finding toliets has become easier in Taipei City, but finding clean toilets is still a challenge. I often see restaurants with seating for 40 - 50 guests, and one shared toilet. Thus, the one toilet is overused, and not cleaned as often as it should be.

Yes it's fairly easy - with McDonalds, KFC, Cafes as well as public toilets you're never all that far away.

I should warn you about the little dirty old cleaning ladies who work clean the guys toilets, they like to mop around and you get the feeling your being watched! You probably think I'm just kidding - but it happens a lot - especially to Westerners.

I've also heard complaints about dirty old men cleaners in womens toilets - strange.
