Hydro locked from gas in the cylinder.
Pull the spark plug and hold the "bail" down and give it a pull.

Careful, gas is going to spray out all over the place and make a mess.

Your carburetor float is not pushing the needle valve into the seat to stop the gas flow.

Just a note. If you're working on a Tecumseh, don't waste your time, they suck.......

is the shroud on right? not in the way of the flywheel, there is a safty cable for a brake that rides on the flywheel make sure this is released ,nothing got into the engine when the carb was off? can you turn the engin over by moving the blade ,be carefull dont loose your fingers pull plug wire 1st so no chance of starting even though this is unlikely

Make sure there is nothing "jammed" into the blade. If the engine is locked up, you can take the spark plug out and put some WD-40 in there, sometimes that will loosen it up. Make sure there is the correct amount of oil in the motor if it loosens up.
