probably not locked. try hammering in different areas...the wheel is probably just stuck. hammering in one area won't loosen it.

Try the rust solvent spray "BLASTER" available at any hardware, automotive, farm supply and Wally World. Spray into the lug nut holes and behind the brake rotors from the inside. Let it soak an hour and as others have said a large rubber hammer or a plastic covered machinist dead blow hammer directly on the rim. If all else fails lay a piece of 2x4 on a bead and swing a small sledge hammer on the wood that's placed on the wheel rim. You may also find a large wheel puller at a rental place. There's a center in the axle shaft. Pull from as close to the whee hub as possible. Twist the hex on the wheel puller as tight as possible and strike with a healthy sized maul.

I'm thinkin it maybe a pretty stug fit around the center of the rim. Where it fits around the axle stud, especially if, it has aftermarket wheels on it. So, beatin on it w/ any kind of hammer may not even work.
That is if, the e-brake is not on. If, the e-brake is on make sure you scotch the tire(s) before releasin it! Especially if, it's up on a jack!!! The wheel will NOT come off w/ the e-brake pressed/set!

DO NOT LOOSEN LUG NUTS HALF WAY AND DRIVE THE VEHICLE!!! Don't l isten to that guy. Take a hammer, if you have aluminum rims use a 2x4 to protect the rim and hit with hammer in different spots. If steel rim with hub cap, hit the inside of the rim.

pound on the inside of the rim with a large Rubber hammer, or just give it a good kick, or loosen the nuts 1/2 way and drive slow , back and forward, at an angle, till it gets loose, obviously they have been on there a long time.

put the lugs back on and take it to a tire shop they will change the wheels out for you.

do not remove nut in rim. jack it up, and hammer from inside.
