The -ous designation goes to the metal with the lower oxidation state, the -ic designation to the higher oxidation state.

c. (I think you mean CoCl2 here) Cobaltous chloride

-ous is always added to the metal when it has a low valency.
-ic is always added to the metal when it has a high valency.

For example, in Hg2Br2, Hg has a valency of 1. Therefore, it's called mercurous bromide.

In HgBr2, Hg has a velency of 2. Therefore, it's called mercuric bromide.

You could also use the new system of naming, where the names become mercury (I) bromide and mercury (II) bromide respectively.

for example:
cupric chloride is CuCl2 and cuprous chloride is CuCl
