I'm not sure what you mean by "HTML music code". Are you talking about a sound file that is embedded in an HTML page? If so, it is simply a normal sound file linked into the page, much like an image file. Most (but not all) sound file formats can be converted to MP3.

HTML does not encode music - it merely points to the music file, which will be mp3, wav, flash, or something similar. There are a number of applications that will capture and save music from these various formats, some of which are free. You can also use Audacity or other music recording/editing software to record the music as it plays. If the file is publicly available online, it is not illegal to make a copy for personal listening. It probably is a violation of copyright to redistribute it or put it on your website.

open your music file in windows media player and convert it to mp3.
