Well, since California has laws for everything else you would think so. Once I was on a trip to California and was in Hollywood and went to a McDonald's to go to the restroom. In the Women's, the toilet was torn off the wall, the sink was ripped away from the wall about a foot but the pipes were still intact. What a place! That California stinks for a place to visit. I've never been back.

I'm not sure what the question is, but every restaurant must have public restrooms with hot running water and soap and either towels or a hand dryer. And the employees must wash their hands when using the restroom.
