The Vouchers that you have are for making estimated payments towards what you will owe on next years taxes. Those payments will help to ensure that when you file your 2007 return next year that you do not have a balance on that return.

If you owe for the 2006 return, You need to pay that in full with the return by April 17th to avoid penalties and interest on the balance that you owe. Other wise you will have to make separate payment arrangements of the Balance that you owe for the 2006 return

Those 4 vouchers that you have are for the 4 quarterly payments that you need to make, they are each due on specific dates through 2007 to credit the 2007 tax liability

Are you talking about the 4 vouchers for estimated payments for 2007? Addresses to send it to depend on where you live, but are on page 6 of the 1040ES instructions at http://www.irs.gov/pub/irs-pdf/f1040es.pdf

The address is different from the one where you send your 2006 return and/or payment.
