How big? If it's for a little kid, say 2-5 years old, I'd do one thing; if it's for a big kid or a grown-up, I'd do another. If it's for a carried baby, I'd do yet another -- for that size, a bunting would be your best bet. Do a green bunting with pointed purple petals curling back around the face. Make the whole thing out of fleece and lightly stuff the petals so they stand up a little better.
I'm guessing you mean for someone who can walk on her own two feet, however. Start with green trousers or leggings or tights, depending on the age. Top that with a green turtleneck shirt. Make a collar that will sit up around her neck or on her shoulders. To this attach stuffed and wired purple pointed petals. Bend them out a little. If you want to get a bit more elaborate, sew leave-sleeves of green fabric and leave an opening for each arm. Wire the edges of the leaves or lightly stuff them.

Buy quarter inch foam and cut big petals that will go from knees to neck in front, and knees to the top of your head in back. Sew them together like a tube, leaving openings for your arms, and stop at your head. Use fabric paints to make it the right color, or sew a cover for each section in cotton in the color you want, then paint on details with dye or fabric paint. Wear green tights. Make yourself a little foam hat in green. Have fun!
