Check the university website in which you want to apply for - many have fixed dates some have rolling - no fixed date - almost all US universities allow you to start in the fall - for the UK it depends on the institution, course and whether you are full time or part time

Currently, the spring semester for colleges/universities are coming to an end. The next semester will be the fall semester, beginning the August/September. The best time to apply for a college or university for next spring would be in November or December of this year.

Just FYI I started my studies in the spring semester (actually the winter session which was a short 5 week session between fall and spring semester).
I worked a bit out of HS and decided I wanted to get to college. I decided this in about the Dec timeframe. I got to go to winter session (acceptance at the university was not a prerequesite) and while I was in winter session in January, I was accepted and started my formal studies in spring.
It was nice because I had 4 1/2 years to complete everything.

Apply summer/ early fall. For the most part you can begin in the Spring. Just be sure to see if your classes later on will be avilable to you when you need them.
I started in January for both degrees. Graduated as a Jan. grad. You can still walk in May as well. I say go early if you can.

effective? there is Fall semester which many circumstances runs from august/september to december/january then you rather definately get a month damage. then spring semester is from end of jan/ to ought to/june.

Many schools do because they have dropouts. The difficulty is that many courses in the spring require another course before taking it (prerequisite),
but that can be avoided.
