If it happened in front of me I would intervene to whatever extent was necessary to protect the children no matter what that might mean. If I found out it were happening but I didn't see it I would demand that my spouse remove herself from the children until she had received help for her issues to my satisfaction. If she made it necessary to call the police or go to court to make that happen I would absolutely do that, but I'd rather deal with a situation like this without involving the authorities.
