Go to Ebay.com. They have a page on there telling you how to spot fake promotional e-mails.

delete the email, don't use any links contained in the email as you could compromise your account, forward the message to spoof@ebay.com they will reply and tell you if it is real or not.

I haven't gotten one, but I'd bet good money it's a phishing site.
