No. A printer works separately from the Internet, although you will need the Internet to print web pages of course. But a printer can print from other software.

You do not need an internet connection in order to print. The printer is connected to your computer and without an internet connection you can print documents from the various programs in your computer.
The Internet is a huge source of articles, documents, pictures, etc that you can print if you so desire. This content , available from "webpages" can only be viewed or printed with an active internet connection.

No, Internet is your choice, if you require to surf and connect to internet. it is detached from your requirment for having a printer.
But if you need to print anything from your PC you need a printer attached to your computer.
