Most of us have never counted to a billion and have difficulty imagining exactly what sort of coverage a billion stars would give. So we accept this fact and need inquire no further. When a "wet paint" notice is on show, it is usually put in a place where people are likely to want or need to go. The fact that a notice is there, does not distract from the need to be in that place, even although we know there is a chance of getting the paint on ourselves. We then consider how long the notice may have been in place, it is possible that it has been there long enough for the paint to have dried. This is why we touch the paint, just to check that it will be `safe` for us to disregard the notice.

It's normal human behavior. If presented with something they can test or question (like wet paint) they will, and much to their surprise they will have paint on their finger. But when presented with information that they have zero knowledge about, no way of learning about, no way of questioning or testing or learning (like a billion stars) - they simply accept it because it is the easiest road for them to take. Human's love the easy roads.
